City of Victor Harbor’s priority outcome for the McKinlay Street development opportunity is to meet public car parking demand with a new facility accommodating approximately 450 bays. In addition, given the prominence of the site in the heart of the city centre, complementary activation is encouraged including retail, commercial and residential, driving both daytime and night-time activation (subject to statutory consents).
The city centre has a strong and thriving existing activity base with a high level of seasonal influx in visitation to the region, as the area further strengthens its long-term role as a major destination for South Australia. To meet the sustained long-term growth of Victor Harbor and renewal of the city centre, additional car parking supply is required.
Council is providing the opportunity for proponents to nominate design development approaches for the site with Council open to partnership on the development via
• build only
• long-term leaseback arrangement (with an option for Council to acquire)
• hybrid or whole-of-development ownership approach (with Council to have ownership over the car parking component).
Council is seeking commencement of the project at the earliest opportunity in 2022.
